广东省城市生活垃圾分类管理体系研究

摘　　要：采用实地调研、文献查找等方式调查了广东省以及省内城市生活垃圾分类体系现状,从法规制定、投放设施设置、分类收运体系以及处理设施建设等方面进行了分析。结果表明:广东省法规制度健全,出台1部省级条例,有16个城市出台地方性法规或政府规章;注重居民分类投放体验,全省居民小区投放点升级改造比例为73.9%;分类收运体系配套齐全,科技赋能厨余垃圾管理;分类处理能力较完善,其他垃圾日处理能力15.25万t,厨余垃圾日处理能力1.5万t。进而针对广东省经验做法和存在的问题,提出了落实城市主体责任;完善法规政策体系;系统谋划处理设施建设;深入开展分类宣传;提升居民投放体验;发挥党建引领和基层社会治理重要作用;完善收费制度;科技赋能垃圾分类等建议。The status quo of municipal solid waste classification system in Guangdong Province and the province was investigated by means of field investigation and literature search,and analyzed from the aspects of regulation formulation,delivery facility setting,classification collection and transportation system and treatment facility construction.The results show that Guangdong Province has a sound legal system,with 1 provincial regulation and 16 cities issuing local regulations or government regulations.Attention was paid to the classified delivery experience of residents,and the proportion of upgrading and upgrading of residential areas was 73.9%;The classification collection and transportation system is complete,and science and technology enable kitchen waste management;The sorting and processing capacity is perfect.The daily processing capacity of other garbage is 152,500 tons,and the daily processing capacity of kitchen waste is 15,000 tons.Then,according to the experience and existing problems of Guangdong Province,the implementation of urban main responsibility is put forward.Some suggestions are proposed.The system of laws and regulations should be improved;facilities construction should be systematically planned and processed;in-depth classified publicity should be carried out;the experience of residents should be improved;the important role of party building guidance and community-level social governance should be brought into play;the charging system should be improved and technology enables waste classification.
