环境规制对绿色技术创新的影响研究——基于区域异质性视角

摘　　要：随着全球环境问题的日益严重,绿色技术创新成为解决环境挑战的关键。环境规制作为一种政府干预手段,是政府矫正企业行为的重要工具,对于激励企业技术创新、促进产业转型、推动绿色经济发展具有重要作用。以全国283个城市2004-2019年的面板数据为基础,探究了环境规制对绿色技术创新的影响,并将所有城市分为东部、中部、西部3个区域以及资源型城市和非资源型城市2种城市,分析了环境规制对绿色技术创新的影响具有区域差异。结果表明:从全国范围来看,环境规制对绿色技术创新具有显著的正向作用,分区域来看,东部地区以及中部地区的城市影响较为显著,而西部地区并不显著;资源型城市与非资源型城市均通过了显著性检验,但非资源型城市影响系数更为显著。基于此,环境规制对绿色技术创新的影响是复杂而多样的。在制定环境规制政策时,政府应分区域因地制宜实施环境规制政策,提高绿色技术创新产出,推动绿色经济发展。With the increasingly serious global environmental problems,green technology innovation has become the key to solving environmental challenges.Environmental regulation,as a means of government intervention,is an important tool for the government to correct corporate behavior.It plays an important role in stimulating technological innovation,promoting industrial transformation,and promoting the development of green economy.Based on panel data from 283 cities across the country from 2004 to 2019,this paper explores the impact of environmental regulations on green technology innovation.All cities are divided into three regions:eastern,central,and western regions,as well as two types of cities resource-based and non-resource-based.The analysis shows that there are regional differences in the impact of environmental regulations on green technology innovation.The results indicate that,from a national perspective,environmental regulations have a significant positive effect on green technology innovation.From a regional perspective,the impact of cities in the eastern and central regions is more significant,while in the western region it is not significant;Both resource-based and non-resource-based cities have passed the significance test,but the impact coefficient of non-resource-based cities is more significant.Based on this,the impact of environmental regulations on green technology innovation is complex and diverse.When formulating environmental regulation policies,the government should implement them according to local conditions in different regions,improve the output of green technology innovation,and promote the development of green economy.
