企业创新质量的“政府-市场”双重治理演化博弈分析

摘　　要：企业的低质量创新既浪费创新资源,又阻碍高质量发展进程,需联合有为政府和有效市场加以治理。在此背景下,构建政府、企业和市场共同参与的三方演化博弈模型,讨论不同条件下的稳定均衡策略组合,并仿真分析关键因素对主体策略的影响。结果表明,提高高质量创新收益、政府的奖惩和市场监督力度可以治理企业的低质量创新行为,但是过高的政府奖励可能会给财政带来较大压力,导致放弃监管。因此,政府制定奖励措施应评估财政承受能力,除此之外,政府和市场应合力培育良好的创新环境,引导消费者的高质量创新消费,提高企业高质量创新收益。研究结果丰富了企业创新质量治理的相关理论,可为有关部门的政策制定提供参考。The low-quality innovation of enterprises not only wastes the innovation resources,but also hinders the high-quality development process,which needs to be governed by the government and effective market.In this context,a tripartite evolutionary game model involving the government,enterprises and the market is constructed to discuss the stable equilibrium strategy combination under different conditions,and the influence of key factors on the subject strategy is simulated and analyzed.The results show that the improvement of high-quality innovation income,government reward and punishment intensity and market supervision intensity can govern the low-quality innovation behavior of enterprises,however,excessive government reward may bring great pressure to the government's finance,leading to the abandonment of regulation.Therefore,the government reward and punishment need to evaluate the government's financial bearing capacity,otherwise the government will give up the supervision.Therefore,the government and the market should work together to foster a good market environment for innovation,guide consumers to consume high-quality innovation,and improve enterprises'profits from high-quality innovation.The research results not only enrich relevant theoretical studies on enterprise innovation quality governance,but also provide references for relevant departments to make policies.
