摘　　要：分析山东省中试基地建设现状及分布特征,探究提升中试基地建设效益的路径,为促进山东省中试基地高质量发展、提升科技成果转化水平与效率提供依据。基于数据包络分析方法(DEA)对山东省中试基地建设效益进行评价,总结山东省中试基地建设存在的问题并提出提升路径。研究发现:①山东省中试基地建设呈现以济南、青岛为核心,“双核”引领的态势,中试基地集中分布于新材料、现代农业、生物医药等领域;②非DEA有效中试基地占比较大,投入产出效率处于相对较低水平,总体投入冗余现象较好,大部分基地处于投入正常偏低水平,但产出效益不高,政策体系还不够完善。为提升山东省中试基地建设效益,应强化中试建设意识、保障科技研发投入、聚焦主要特色产业、增强中试基地政策支持。By the empirical analysis on construction of pilot bases in Shandong Province,the paths are explored that can improve construction benefits of pilot bases,advance the development of pilot bases and elevate the conversion efficiency of scientific research findings.Based on the data envelopment analysis method(DEA),this research evaluates the construction benefits of the pilot base in Shandong Province and combines with the analysis of current characteristics and data envelopment analysis results.This research summarizes the existing problems in the construction of the pilot base in Shandong Province and proposes the corresponding improvement paths.These conclusions are found:①The construction and development of pilot bases in Shandong Province are centered on Jinan and Qingdao and the province presents a situation led by“dual cores”.The pilot bases are concentrated on such fields as new materials,modern agriculture,biomedicine,etc.②Shandong Province has a large number of non DEA effective pilot bases,and the relative input-output efficiency is at a low level.The construction of pilot bases in Shandong Province has problems such as low output efficiency,low input-output efficiency,and incomplete policy systems.It is necessary to strengthen the awareness of pilot construction,ensure investment in scientific and technological research and development,focus on major characteristic industries,and enhance policy support for pilot bases.
