摘　　要：突发事件档案是应对突发事件的珍贵记录,对突发事件应对工作具有重要的查考作用与凭证作用,因此,做好突发事件档案管理非常必要。本研究从事件周期、形成来源、档案内容方面分析突发事件档案的阶段性、广泛性和知识性特征,并借鉴霍尔三维结构理论,针对上述特征需求,从时间维、逻辑维、知识维构建突发事件档案管理三维框架:基于时间维度的内容组织,基于逻辑维度的归集协作,基于知识维度的开发利用。Emergency archives are precious records for responding to emergencies,which play an important role in checking and providing evidence for emergency response work.Therefore,it is necessary to do a good job in emergency archives management.This study analyzes the phased,extensive,and knowledge-based characteristics of emergency archives from the aspects of event cycle,formation source,and archive content,and draws on Hall's three-dimensional structure theory to address the above-mentioned feature requirements from the time dimension,logic dimension and knowledge dimension,and construct a three-dimensional framework for emergency archives management:content organization based on the time dimension,collection and collaboration based on the logical dimension,and development and utilization based on the knowledge dimension.
