摘　　要：随着我国经济社会步入高质量创新发展阶段,知识产权制度改革的目标、内容、治理机制发生了显著变化。新时代,知识产权制度改革在激励知识产权创造、突显知识产权运用社会价值、完善知识产权法律体系和社会服务体系、参与国际合作、统筹推进知识产权人才培养等方面取得了重大成就,形成了坚持完善知识产权法律体系建设、坚持开放合作、坚持服务人民等宝贵经验。未来,知识产权制度的高质量发展应在聚焦创新环境营造、做强创新主体、集聚创新要素、优化创新机制、攻关关键技术等方面取得突破,从而进一步激发全社会创新创造活力,向知识产权强国的目标迈进。China's economy and society have entered a stage of high-quality innovative development,and the goals,content,and governance mechanism of intellectual property system reform have undergone significant changes.The reform of the intellectual property system has made significant achievements in many aspects,such as encouraging the creation of intellectual property,highlighting the social value of the use of intellectual property,improving the legal system and social service system of intellectual property,participating in international cooperation,and promoting the training of intellectual property talents as a whole.Adhering to the improvement of the legal system of intellectual property,adhering to openness and cooperation,and adhering to serving the people are the valuable experiences formed in the New Era of intellectual property reform in the new era.In the future,higher quality intellectual property system reform should focus on creating an innovation environment,strengthening innovation entities,gathering innovation elements,optimizing innovation mechanisms,tackling key technologies,to seek breakthroughs and innovation,in order to further stimulate the innovation and creativity vitality of the entire society and move towards the goal of becoming a strong intellectual property country.
