摘　　要：数字经济创新发展是新发展格局下挖掘数字经济市场潜力、保障和激励数字社会安全稳定发展、提高数字经济综合竞争力的重要探索。本文聚焦数字经济核心产业,采用多种方法对中国数字经济创新发展的特征事实、技术路径与效果评估展开研究。研究表明,中国数字经济核心产业的国际分工地位与创新质量较发达国家仍具有较大差距;基于数字经济硬件产业的实证表明,中国数字经济创新发展须依靠自主创新,而不是技术外取;虽然研发投入能够较为有效地形成创新成果,但技术创新应用动力不足,导致研发投入对数字经济核心产业发展的整体支撑效率较低;研发投入对数字经济创新发展的支撑效果具有明显的省际差异,几乎呈断层式分布,多个省市普遍存在科技成果转化难的现象,东部省市内部两极分化现象最为明显。本文研究为推动中国数字经济创新发展,避免陷入“数字经济发展幻境”提供理论支撑与政策启示。The innovative development of digital economy is an important exploration to tap the market potential of digital economy,ensure and encourage the safe and stable development of digital society,and improve the comprehensive competitiveness of China's digital economy under the new development pattern.The scale of China's digital economy reached 39.2 trillion yuan in 2020 and is expected to exceed 60 trillion yuan in 2025.However,the development of the core industry of digital economy is lack of core technology,and its underlying core technology and general technology support is not solid enough.Therefore,in order to grasp the opportunities of the booming development of the new generation of information technology,it is urgent to promote the innovative development of China's digital economy.The research on the international competitiveness of the core industries of China's digital economy,the choice of future technological path of digital economy innovation and development,and the effect of digital core industries supporting innovation and development will provide theoretical support for the innovative development of China's digital economy.This paper focuses on the core industries of digital economy,and uses a variety of methods to study the characteristic facts,technical paths and effect evaluation of China's digital economy innovation and development.The research shows that there is still a big gap between China and developed countries in terms of international division of labor status and innovation quality of core industries of digital economy.In China's digital economy,invention patents and patent authorization account for a relatively low proportion,and innovation accumulation is weak;Based on the empirical study of hardware industry of digital economy,the innovation and development of China's digital economy should rely on independent innovation rather than technology outsourcing;The calculation of Network DEA model shows although RD investment can effectively form innovative achievements,the application of
