摘 要:科学有效的知识产权管理是推动国立科研机构完善重点领域知识产权布局,形成高价值核心专利的重要工作。加强知识产权人员培养,提升其素质能力是国立科研机构知识产权高水平创造和有效运用的关键环节。文章运用扎根理论研究方法,以中国科学院97家院属单位知识产权人员为研究对象,通过专家评议和问卷调查相结合的方法,分析国立科研机构知识产权人员素质能力的内容和结构。研究发现国立科研机构知识产权人员素质能力由通用能力、个人素养、职业素养、知识产权转移转化能力和知识产权专业能力5个维度构成,素质能力对知识产权人员工作绩效、工作满意度和职业发展满意度产生正向影响。从加强统筹规划、创新培养机制、畅通职业发展通道等方面提出对策建议。Scientific and effective intellectual property management is a significant job that drives national scientific research institutions to improve the layout of intellectual property in key areas and produce core high-value patents.Hence,it is essential for national scientific research institutions to strengthen the cultivation of intellectual property personnel and improve their competencies in order to achieve high-level creation and efficient application of intellectual property.This paper focused on the intellectual property personnel from 97 subordinated institutions of the Chinese Academy of Sciences and analyzed the content and structure of intellectual property personnel's competency in national scientific research institutions using the grounded theory method and the combined approach of expert evaluation and questionnaire survey.The findings showed that the competency of intellectual property personnel in national scientific research institutions is mainly composed of general skills,individual quality,professional accomplishment,intellectual property transfer and transformation abilities,and intellectual property professional ability,which positively affect job performance,job satisfaction,and career development satisfaction of intellectual property personnel.On this basis,countermeasures were proposed for the enhancement of whole planning,the innovation of training mechanisms,and a smooth career development channel.
