摘 要:在双循环和高质量发展的背景下,我国集成电路产业的发展具有战略意义。创新合作是我国集成电路产业发展的重要途径,是企业获得互补性资源的手段,也是降低研发风险的工具。挖掘组织合作机理可以帮助企业维护稳定的合作伙伴关系,降低合作成本,提升合作效率。文章依据资源依赖理论和社会资本理论构建了资源视角下的创新合作机理分析模型,借助随机行动者模型(Siena)对组织创新合作形成机理进行实证研究。研究结果表明:(1)中国集成电路产业组织创新合作专利数量虽然呈现先上升后下降趋势,但创新合作的技术种类却呈现波动上升趋势,组织间合作关系网络结构由“一枝独秀”向“遍地开花”的格局演变。(2)从社会资源上看,组织倾向于与拥有较高平均社会价值的伙伴进行合作;合作伙伴的伙伴更易成为他们新的合作对象;社会声誉并不能有效促进合作关系的建立。(3)从知识资源上看,专业领域知识深度大的组织更倾向于合作;专业领域知识宽度大、技术专有性高的组织则不倾向于合作;技术互补的组织间倾向于进行合作,但这种现象并不显著。In the context of dual circulation and high-quality development,the development of China's integrated circuit industry has strategic significance.Innovation cooperation is an important way for the development of China's integrated circuit industry,a means for enterprises to obtain complementary resources,and a tool to reduce the risk of RD.Exploring organizational cooperation mechanism can help enterprises maintain stable partnership,reduce cooperation cost and improve cooperation efficiency.At the same time,it can also provide targeted policy recommendations for the government to form and cultivate innovation consortia that can break through"bottleneck"technology and key core technology constraints.At present,both domestic and foreign scholars have conducted empirical analysis on this part mainly from the perspective of strategy,knowledge,social capital and synthesis,but there are still problems that the research method is static and the influencing factors divide knowledge and social capital,which make the existing part of the research still contradictory.Based on resource dependence theory and social capital theory,this paper constructs an analysis framework of innovation cooperation mechanism with knowledge resources and social resources,as well as with the help of Stochastic Actor-oriented Model(Siena)model to dynamically deconstruct the mechanism of inter-organizational innovation cooperation generation,systematically explores the innovation cooperation of China's integrated circuit industry organizations,providing a reference basis for organizations to maintain stable partnerships,and providing policy suggestions to accelerate the formation and cultivation of Chinese innovation consortium groups.The results show that:(1)Although the number of innovationcooperationpatents in China's IC industry organizations has increased first and then decreased,the types of innovationcooperation technologies have shown a fluctuating upward trend,and the network structure of organizational cooperation has evolved from"one
