摘　　要：近年来,技术经济安全成为我国面临的突出问题,加强技术经济安全评估已列入国家“十四五”规划《纲要》,迫切需要基础理论和方法研究支撑。文章聚焦技术依赖,借鉴国际技术转移相关理论,分析了生产能力、依赖关系和创新能力相互关系及对经济安全的影响,提出技术依赖影响经济安全的PTIER(“三阶段两效应”)机制。技术接受国引进技术形成生产能力后,可能会形成技术依赖关系,如果未能及时形成创新能力,依赖关系将自我持续。技术依赖既会对经济发展起促进作用,也会因依赖关系而带来成本和风险,威胁经济安全。如果形成依赖关系的技术转移受限,技术接受国短期经济受损难以避免,但是也可能倒逼本土创新能力提升。Techno-economic security refers to the state that a country's economic interests are not threatened by internal or external technological factors and the ability to maintain such a state.The factors leading to techno-economic security problems include external dependence of core technologies,offsetting or weakening of technological advantages,inadequate competitiveness of emerging technologies and disruptive technologies,and immature or improper application of technologies.In recent years,techno-economic security has become a prominent issue in China.As developed countries have successively strengthened technology export restrictions to China,the subsequent“stuck neck”technology has become a stumbling block for China's economy to achieve high-quality development.In 2021,the Outline of the 14th Five-Year Plan(2021-2025)for National Economic and Social Development and Vision 2035 of the People's Republic of China was released,which included“strengthening the assessment of techno-economic security”.As for the assessment of techno-economic security,there is an urgent need for basic theoretical and methodological research support.External dependence of technology is one of the important factors leading to techno-economic security,and is currently the most important“black box”to open techno-economic security.Analyzing the mechanism that leads to dependence and affects economic security can help explore the relevant solutions to such problems and put forward suggestions to safeguard techno-economic security.International technology transfer is the theoretical basis of technology external dependence.External technology dependence arises when international technology transfer occurs without enhancing the production capability and innovation capability of technology receiving countries.This article focuses on technological dependence,draws on theories related to international technology transfer,analyzes the interrelationship among production capability,dependence,and innovation capability and their impact on e
