全过程人民民主对西方代议制民主的超越——基于民主理念的实质性路径

摘　　要：民主理念发展为一种制度形式,是当代世界政治的一项重要特征。然而,在几百年的西方政治实践中,民主理念的现实化是通过程序定义实现的,选举程序取代了人民主权成为了民主的核心,以至于民主的制度无法真正体现人民的意志。虽然协商民主、参与民主等设想试图通过在管理程序中赋予公民更深层次的自由,但在制度设计上总是避免让公众真正享有决策的权力,以至于陷入票决民主与协商民主之间的对立困局中。以票决为核心的西方民主实际上是一种民主理念的形式化路径,是“没有治理的民主”。相比之下,中国特色社会主义协商民主在票决与协商的相辅相成中,使得人们获得了真正意义上的平等与自由感知。中国在发展全过程人民民主时,将治理过程嵌入中国特色社会主义协商民主,走向了一条实质性民主的道路,实现了民主理念的实质化。The development of democratic concepts as an institutional form is an important feature of contemporary world politics.However,in hundreds of years of Western political practice,the realization of democratic ideas was achieved through procedural definitions and election procedures replaced people's sovereignty as the core of democracy,democratic systems could not truly support the will of the people.Although ideas such as deliberative democracy and participatory democracy attempt to grant citizens deeper levels of freedom in management procedures,their design always avoids allowing the public to truly enjoy decision-making power,leading to a dilemma between voting democracy and deliberative democracy.The Western democracy with voting as its core is actually a formalized path of democratic ideas,which is'democracy without governance'.In contrast,socialist consultative democracy with Chinese characteristics,in which voting and consultation complement each other,enables people to gain a true sense of equality and freedom.In the development of the entire process of people's democracy in China,the governance process has been embedded in the socialist consultative democracy with Chinese characteristics,leading to a path of substantive democracy and achieving the materialization of democratic concepts.
