基于“共建共治共享”理念的老旧小区改造实践与探索——以济宁市任城区北门社区为例

摘　　要：随着城市发展,老旧小区改造逐渐成为创新社会治理最基础、最有效的切入点和落脚点,“共建共治共享”理念下老旧小区改造不仅是狭义上改造成果的共享,更重要的是社区居民共建、共治主人翁意识的提高。本文以济宁市任城区北门社区老旧小区改造为例,通过分析项目改造过程中出现的实际问题、解决办法,探究“共建共治共享”理念在实践中运用、研究改造策略,以期对促进社会稳定、提升社会治理效能起到积极意义。With the development of cities,the renovation of old communities has gradually become the most basic and effective entry point and foothold of innovative social governance.The renovation of old residential community under the concept of"joint construction,joint governance and sharing"is not only the sharing of the renovation results in a narrow sense,but also the improvement of community residents'sense of ownership of shared construction and governance.This paper takes the renovation of the old neighborhood in Beimen Community,Rencheng District,Jining City as a example,analyzes the practical problems and solutions in the renovation process,explores the application of the concept of"joint construction,joint governance and sharing"in practice,and studies the renovation strategies,which could provide positive reference to promote social stability and enhance the effectiveness of social governance.
