摘 要:学术研究对政策文本制定是否产生影响及如何影响?政策文本是否引导学术研究的焦点和趋势?两者之间的关系有待深入关注和量化分析。在国家“双碳”目标引领下,能源环境领域的研究受到广泛重视,“能源-水”关联是该领域的热点和重点问题。学术术语是分析学术文献与政策文本关系的可行途径,利用关键词共现网络提取学术论文中的特定学术术语。将2000-2021年间“能源-水”关联领域的学术文献、中央政策文本、地方政策文本作为研究变量,构建面板VAR模型验证研究假设。实证结果显示:(1)当学术文献与政策文本同时关注该领域(即学术文献与政策文本同时出现特定学术术语),学术文献与中央政策文本之间、中央政策与地方政策文本之间存在显著的正向相互影响;(2)当学术文献的最初关注时间早于政策文本(即特定学术术语首先出现在学术文献中、此后逐渐进入政策文本),学术文献与中央政策文本产生显著的正向相互影响、地方政策文本对学术文献产生显著正向影响,以学术知识为前端的循证决策模式推动相互影响程度的加深;(3)学术术语的传递周期较长,所有显著的变量关系均表现出一阶滞后正向冲击快速增强、长期正向影响逐渐减弱的动态特征。Does academic research influence policy texts and how?Do policy texts guide the focus and trends of academic research?The relationship between the two requires in-depth attention and quantitative analysis.Under the goal of carbon peaking and carbon neutrality,energy and environment research has been widely emphasized,and energy-water nexus is a key issue in this field.Academic terminology is a feasible way to analyze the relationship between academic literature and policy texts.The keyword co-occurrence network was used to extract specific academic terms from academic papers.Panel VAR was constructed to test the hypotheses with academic literature,central policy texts,and local policy texts from 2000 to 2021 as variables.The empirical results show that:(1)When academic literature and policy texts focus on the field simultaneously(specific academic terms appear alongside academic literature and policy texts),there is a significant positive interaction between academic literature and central policy texts,and between central and local policy texts.(2)When the initial focus of academic literature predates policy texts(specific academic terms first appear in academic literature and then gradually incorporate into policy texts),there is a significant positive interaction between academic literature and central policy texts,and local policy texts exert a significant positive influence on academic literature.Evidence-based policy-making with academic knowledge as the front-end drives the degree of mutual influence.(3)Academic terms have a long transmission period.All significant variable relationships exhibit the dynamic characteristics of rapidly increasing first-order lagged positive shocks and diminishing long-term positive effects.
