永定河流域水量统一调度实践与思考

摘　　要：永定河的战略地位和功能作用极其重要,受气候变化和人类活动等影响,多年来河道干涸断流、生态退化等问题突出。系统梳理了永定河治理历程,阐释了开展流域水量统一调度的重要意义,结合近年水量调度实践,总结经验成效,围绕“四预”能力有待加强、调度精细化水平有待提升、长效机制有待完善三方面突出问题,明确下一步提升方向。The strategic position and functional role of the Yongding River are extremely important.Due to the impact of climate change and human activities,drying up of rivers and ecological degradation had been prominent for many years.On the basis of systematic review of the governance process of the Yongding River,discussions are made on the significance of carrying out unified water regulation in the basin.With consideration of recent practice of water regulation,experiences and achievements are summarized by identifying three issues:capacity of“four pres”needs to be strengthened;,level of water regulation needs to be enhanceded,and long-term mechanism needs to be improved.The target for improvement in the next step is specified.
