摘　　要：习近平总书记关于治水的重要论述明确了新时代治水工作的根本保证、重大原则、治水思路、目标任务、政策举措,为新时代治水指明了前进方向、提供了根本遵循。党的十八大以来,习近平总书记多次考察东北地区,强调东北地区维护国家国防安全、粮食安全、生态安全、能源安全、产业安全的战略地位十分重要,提出新时代东北振兴是全面振兴、全方位振兴。水利部松辽水利委员会立足松辽流域实际,适应新形势、锚定总目标,强化流域治理管理能力,践行新阶段水利高质量发展实施路径,为新阶段东北振兴提供有力水安全保障。Secretary General Xi Jinping’s important discussion on water control clarifies the fundamental guarantee,major principles,thinking,goals,tasks,policies and measures for water control in the new era,pointing out the direction of progress and providing a fundamental guideline for water control in the new era.He visited the Northeast region several times,emphasizing the strategic position of the region in safeguarding national defense,food,ecological,energy and industrial security,and calling for comprehensive and all-round revitalization of the northeast in the new era since the 18th National Congress of the Party.Based on the actual situation of the Songliao Basin,the Songliao Committee adapts to the new situation,anchors the general goal,strengthens the ability of basin governance and management,practices the implementation path of high-quality water conservancy in the new stage,and provides a strong water security guarantee for the revitalization of Northeast China in the new stage.
