基于人民立场的协商治理理论与实践有效互动

摘　　要：协商治理理论和实践的有效互动是指,建立在人民立场上的协商治理理论可以用来指导同样建立在人民立场上的协商治理实践,而协商治理实践也可以助益协商治理理论的提升。西方治理逻辑难以在中国本土运行,对西方理论的盲目崇拜和对中国国情的忽视会导致协商治理理论和实践的互动无效。要坚持人民至上的价值理念,关照中国本土实践,增强协商治理理论的可实践性;要坚持在党的领导下开展协商治理实践,促进多元主体的有效合作,强化公民参政意识,提高政治素质和能力,实现党领导下多元主体的和谐共进;要不断完善协商治理运行机制,凝练协商治理话语体系,不断丰富协商治理形式,实现协商治理理论和实践的有效互动。Effective interaction between consultative governance theory and practice means that consultative governance theory founded on the people’s standpoint can be used to guide consultative governance,which is founded on the same basis;and consultative governance can also contribute to the improvement of consultative governance theory.It is difficult to implement Western governance logic in China,and blind worship of Western theories and neglect of China’s conditions can lead to ineffective interaction between the theory and practice of consultative governance.It is necessary to adhere to the value concept of people’s supremacy,taking into consideration China’s practical conditions,and enhancing the practicability of the theory of consultative governance;to adhere to the practical principle of consultative governance under the leadership of the Party,promoting the effective cooperation of pluralistic subjects,enhancing the consciousness of citizens’participation in politics,and improving their political quality and capability,so as to realize the harmonious coexistence and development of pluralistic subjects under the leadership of the Party;to continuously improve the mechanism and theory of consultative governance,optimizing the form of consultative governance,and realizing the effective interaction between consultative governance theory and practice.
