摘  要:在国家创新驱动发展和知识产权战略背景下,为加强知识产权信息服务人才队伍建设,促进高校知识产权信息服务工作高质量发展,文章通过文献分析、专家咨询、问卷调查等方法,根据胜任力理论和素质冰山模型并结合知识产权人才发展特点构建高校知识产权信息服务馆员(IP馆员)素质指标体系,探究储备IP馆员与理想绩优IP馆员的素质模型指标差距,明确培养需求并提出培养策略。最终提炼出知识、技能、能力、品质、动机和环境6个维度素质指标,并结合模型测评结果分别从显性、隐形和外部因素3个角度提出高校IP馆员的培养策略。Under the background of national innovation-driven development and intellectual property strategy,in order to strengthen the construction of intellectual property information service personnel and promote the high-quality development of intellectual property information service work in universities,this paper constructs the quality index system of intellectual property information service librarians(IP librarians)in colleges and universities based on competency theory and quality iceberg model and combined with the characteristics of intellectual property talent development through literature analysis,expert consultation,questionnaire survey and other methods,explores the gap between the quality model indicators of reserve IP librarians and ideal IP librarians,clarifies the training needs and proposes training strategies.The six-dimensional quality indicators including knowledge,skills,ability,quality,motivation and environment are extracted,and combined with the model evaluation results,the training strategies for IP librarians in colleges and universities are proposed from the perspectives of explicit,invisible and external factors.
