摘　　要：中国的科研数据共享和重用处于起步阶段,在政策体系构建和基础设施保障方面亟待完善。通过收集代表性的科研数据共享政策文本,从政策概况、数据共享和数据重用3个维度对国内外政策进行对比分析,为完善和丰富中国科研数据共享和重用政策提供建设性意见。国内外政策都较为重视共享条件与数据安全,但国外更加重视数据管理计划的制定和实施,注重全生命周期覆盖的科研数据管理。为此,各级政府和科研管理部门应当加强政策制定的针对性,启动科学数据管理计划并实施全流程的动态跟踪管理,建立科研数据基础设施,保障科研数据共享和重用活动的开展。The sharing and reuse of scientific research data in China is in its infancy,and needs to be improved in terms of policy system construction and infrastructure support.By collecting representative research data sharing policy texts,this paper compares and analyzes domestic and foreign policies from three dimensions:policy overview,data sharing and data reuse,and provides constructive suggestions for improving and enriching Chinese research data sharing and reuse policies.It is found that both domestic and foreign policies pay more attention to sharing conditions and data security,but foreign countries pay more attention to the development and implementation of data management plans,and pay more attention to the management of scientific research data covering the whole life cycle.To this end,governments and research administrations at all levels should strengthen the pertinence of policy formulation,launch the scientific data management plan and implement the dynamic tracking management of the whole process,and establish the scientific data infrastructure to ensure the sharing and reuse of scientific data.
