摘　　要：统筹是思维、方法论与实践的统一体。国家治理层面的统筹是指治理主体基于国家发展和治理的全局性、长远性目标,根据时间空间差异性而对其关注重点和有限资源进行的系统筹划与综合协调。把握时空特性,明确统筹的指涉对象,理清统筹主体及其权责,完善统筹的体制机制,是统筹发展和安全的基本问题和提升统筹效能的关键。在中国式现代化新征程中国家发展和治理面临的风险和不确定性日益增多,统筹发展和安全,促进高质量发展和高水平安全的良性互动,日益成为党治国理政的重大原则。统筹边疆地区发展和安全需要明确包括中央政府在内的不同统筹主体及其权责,锻造领导干部的统筹能力,以更好防治边疆地区的风险综合体。边疆地区发展和安全的统筹治理,需要强化体制机制的保障作用,特别是发挥中国特色的党政体制的整体性治理优势,优化纵向分层的差异化统筹策略,发挥基本公共服务均等化的枢纽作用,强化数智赋能和国际合作机制建设。Integration is a unity of thinking,methodology and practice.In the context of national governance,integration refers to the systematic planning and comprehensive coordination of the focus and limited resources of governance subjects based on the overall and long-term goals of national development and governance,taking into account the differences in time and space.Grasping the characteristics of time and space,clarifying the objects involved,specifying the subjects and their powers and responsibilities,and improving the institutional mechanism are the key to pursuing both development and security and to enhancing the effectiveness of integration.In the new journey of Chinese modernization,the risks and uncertainties faced by the development and governance of China are increasing.Ensuring both development and security and promoting the benign interaction between highquality development and high-level security have become major principles of the national governance.Ensuring both development and security of frontier regions requires clarifying the powers and responsibilities of different integrating entities,and forging the capacity of leading cadres to better prevent and control the risk complex.The integrated governance of the development and security of frontiers needs to consolidate the institutions and mechanisms,in particular,to give full play to the holistic governance advantages of the party-government system with Chinese characteristics,to optimize the differentiated integration strategy of vertical stratification,to leverage the role of the equalization of basic public services,and to strengthen the construction of digital intelligence and international cooperation mechanisms.
