摘　　要：梳理陕西高校科技成果转化中存在的问题,对陕西高校科技成果转化政策进行理论分析,明确政策的着力点。在政策着力点视角下详细分析现行政策的不足,进而从在就地转化中统筹高校与成果完成人的利益、加大对技术经理人开展成果就地转化的支持、加大招商引资构筑创新环境、改善政府资金投向并提高效率等四个方面提出具体建议。This paper sorts out the problems existing in the transformation of scientific and technological achievements in colleges and universities in Shaanxi,as well as makes a theoretical analysis of the policy of transformation of scientific and technological achievements in colleges and universities in Shaanxi,and defines the focus of the policy.From the perspective of policy focus,the shortcomings of the current policy are analyzed in detail,and then specific suggestions are proposed from four aspects:coordinating the interests of colleges and universities and outcome consumers in the local transformation,increasing support for technical managers to carry out the local transformation of results,increasing investment and investment to build an innovative environment,and improving the investment of government funds and improving efficiency.
