关于上海新城慢行网络区域差别化规划策略的思考——以嘉定新城为例

摘　　要：慢行交通是绿色交通方式的重要组成,“双碳”目标的时代背景下,市民慢行出行意愿持续提升。“五个新城”是上海新一轮市域空间格局的重要着力点,如何在新城建设中落实慢行交通发展诉求,成为亟需关注的问题。2021年8月,《上海市慢行交通规划设计导则》发布,其中对于新城的慢行网络指标提出了要求。该文基于嘉定新城慢行交通建设规划的编制实践,回顾《上海市慢行交通规划设计导则》中慢行网络指标要求,聚焦新城慢行网络完善需求及困境,提出可落实的慢行网络规划建设路径。Non-motorized traffic is an important component of green transportation.Under the background of"double carbon"goal,citizens'willingness to travel slowly continues to increase."Five New Towns"is an important focus of Shanghai's new round of urban spatial pattern.How to implement the development demands of non-motorized traffic in the construction of new towns has become an urgent concern.In August 2021,the"Shanghai Non-motorized Traffic Planning and Design Guidelines"was released,which put forward requirements for the non-motorized traffic network indicators of Shanghai New Towns.Based on the practice of the non-motorized traffic construction planning of Jiading New Towns,this paper reviews the index requirements of the non-motorized traffic network in the Guidelines for the Planning and Design of Shanghai non-motorized traffic,focuses on the needs and difficulties of the improvement of the non-motorized traffic network in the new towns,and puts forward the feasible path of the non-motorized traffic network planning and construction.
