“双减”政策下青少年课外体育服务供给的现实困境与纾解

摘　　要：课外体育服务是“双减”政策落地的重要支撑载体,对青少年健康素养及核心素养的形成具有重要的促进作用。该研究运用文献资料、逻辑分析等方法,探索了青少年课外体育服务供给多元主体的效应特征,指出了当前青少年课外体育服务供给在普及性、公平性、有效性与协同性方面存在的现实困境,并通过梳理有关部门为提升青少年课外体育服务供给动能做出的行动探索,寻求更为行之有效的青少年课外体育服务供给路径。研究认为,“双减”政策深入推行背景下,青少年课外体育服务需更为注重供给过程中的协同性治理,形成由“供给什么好”到“怎么供给好”的良性转变。具体应通过构建“家校社企政”合作联动机制,制定课外体育服务行业制度标准,规范青少年课外体育服务行政监督,实施青少年课外体育服务多维管理和完善政府购买青少年课外体育服务策略等方式,推动青少年课外体育服务供给质量的全面提升,切实促进“双减”政策的落地生效。As the essential support for the implementation of"double reduction"policy,extracurricular sports service plays an important role in the formation of the health literacy and core competencies for adolescents.Using the methods of literature review and logical analysis,this research explores the effect characteristics of multiple subjects in the supply of extracurricular sports services for teenagers,points out the realistic difficulties in the popularization,fairness promotion,efficiency improvement and collaboration reinforcement of the extracurricular sports service supply,figures out the actions that relevant departments have taken to improve the momentum and explores effective paths for the supply of teenagers'extracurricular sports services.According to the research,under the background of the in-depth implementation of the"double reduction"policy,it is important to promote the collaborative governance for supply of teenagers'extracurricular sports services,take a good turn from"what to supply"to"how to supply well".The overall improvement of the quality for supply of teenagers'extracurricular sports services can be achievedby constructing the cooperation system of home,school,society,company and government,standardizing the industry system,promoting the administrative supervision,implementing muti-dimensional management and perfecting the government purchases,so as to promote the implementation of"double reduction"policy practically.
