扩大内需战略下体育产业高质量发展的理论遵循、循环堵点及畅通方略

摘　　要：该文运用马克思主义政治经济学经典分析框架,探讨了扩大内需战略下体育产业高质量发展的理论遵循、循环堵点及畅通方略。研究认为,我国体育产业走扩大内需战略的四大动因包括:顺应经济结构调整,强化国家软实力建设;链接内需带动就业,引领产业良性循环;文化主体意识觉醒,体育消费转向本土偏好;新技术助力产业升级,推进产业数智化。以习近平经济思想为指引的理论遵循为:坚持党对体育工作的全面领导;坚持以“人民为中心”的发展思想;把握我国新发展阶段的特征;以新发展理念引领体育产业发展等。目前,扩大内需战略下体育产业高质量发展的循环堵点为:体育产业供需结构失衡;结构性就业矛盾待破解;要素市场化配置效率低;体育消费需求有待释放。相应的畅通方略包括:以供给侧结构性改革实现体育产品高质量供给;以产业内部分配协调制度缓和结构性就业矛盾;以有效市场与有为政府健全体育要素市场体系;以建设体育消费试点城市培育体育产业增长极。By using the classic analysis framework of Marxist political economy,this paper analyzes the theoretical principles,circular blockages,and unblocking strategies of high-quality development of sports industry under the strategy of expanding domestic demand.The study believes that there are four main reasons why China's sports industry is adopting the strategy of expanding domestic demand,including adapting to economic structural adjustments and strengthening national soft power construction;linking domestic demand to drive employment and leading the industry towards a healthy cycle;cultural awakening shifting sports consumption to local preferences;and technologies facilitating industrial upgrading and promoting industry digitization.Taking Xi Jinping's economic thought as the theoretical basis,we shall adhere to the CPC's overall leadership of sports undertakings,insist on the"people-centered"development philosophy,grasp new development stage characteristics and lead the development of sports industry with new development philosophy.The circulation blockages of high-quality development of sports industry under the strategy of expanding domestic demand include:imbalance of supply and demand structure of sports industry,structural employment problem to be solved,low efficiency of factor market allocation,sports consumption demand to be released.The corresponding unblocking strategies include:to achieve high-quality supply of sports products through supply-side structural reform;to ease the structural employment contradiction with the internal distribution coordination system;to improve the sports factor market system with effective market and promising government;to cultivate the growth pole of sports industry by constructing sports consumption pilot city.
