价值共创导向下的PPP项目动态治理研究:竞合关系适应性的视角

摘　　要：价值共创才是真正的PPP项目成功,然而,传统的以项目成功或项目绩效为目标的静态治理无法应对PPP项目价值共创这一漫长而又动态的过程,致使伙伴关系这一战略资产未得到充分的开发与利用。PPP项目动态治理就是要确保伙伴关系在整个价值共创过程中的高适应性,为此,须打破现有研究的两大局限:剖析PPP项目的多元均衡价值共创,真正反映这一过程的动态性和连贯性;借鉴企业管理中“竞合关系”的概念,全面、系统地认知伙伴关系。在此基础上,揭示PPP项目竞合关系的动态演化规律,及竞合关系与价值共创过程的动态适配规律。Value co-creation is the key to success of PPP projects.However,the traditional static governance aiming at project success or project performance cannot deal with the long and dynamic process of the value co-creation in PPP projects,resulting in insufficient development and utilization of the strategic asset of partnership.The dynamic governance of PPP projects is to ensure the high adaptability of partnerships throughout the entire process of value co-creation.For this purpose,two major limitations of the existing studies need to be broken.Analyzing the value co-creation of PPP projects which leads to multiple and balanced value is to reflect the dynamic and coherent process exactly.Referring to the concept of"coopetition relationships"in enterprise management,the partnership will be recognized comprehensively and systemically.On this basis,the dynamic evolution law of coopetition in PPP projects,and the dynamic adaptation law between coopetition and the process of value co-creation will be explored.
