集体经营性建设用地入市政策社会稳定风险评估研究--以安徽省为例

摘  要:对集体经营性建设用地入市进行社会稳定风险评估研究,可防范化解入市改革可能会带来的社会矛盾,推动入市工作科学合理地展开。采用层次分析法并结合社会调查进行社会稳定风险评估研究。集体经营性建设用地入市最主要社会稳定风险因素为社会公共利益冲突风险、信息公开与参与机制风险、审批权限与审查报批程序风险;预估安徽省集体经营性建设用地入市社会稳定风险值为0.3412,提出六项风险预警措施。得出结论:安徽省集体经营性建设用地入市社会稳定风险处于低风险,依据风险值高低采取针对性措施,这对防范化解社会稳定风险以及推动集体经营性建设用地入市改革工作平稳推进具有实践指导意义。The study on the risk assessment of social stability in the market of collective commercial construction land could prevent and resolve the social contradictions that might be brought by the market reform,and promote the scientific and reasonable development of the market work.Social stability risk assessment was carried out by using analytic hierarchy process and social survey.The most important social stability risk factors of collective commercial construction land were the risk of social public interest conflict,the risk of information disclosure and participation mechanism,the risk of approval authority and the risk of examination and approval procedure.It was estimated that the social stability risk value of collective commercial construction land in Anhui province was 0.3412,and six risk early warning measures erre put forward.The conclusion was that the social stability risk of collective commercial construction land in Anhui province was at low risk,and the targeted measures should be taken according to the risk value,which had practical guiding significance for preventing and resolving the social stability risk and promoting the steady progress of the reform of collective commercial construction land in the market.
