党建助推行业协会商会融入国家治理现代化的路径——以温州为例  

The Path on Party Construction to Promote the Integration of Trade Associations and Chambers of Commerce into the Modernization of National Governance—Taking Wenzhou as an Example

摘　　要：行业协会商会作为推进国家治理现代化的重要组成部分,必须发挥党的集中统一领导这个显著优势。党建的政治引领机制、价值引导机制和资源激励机制,有助于激发行业协会商会参与治理的内生动力,保证行业协会商会治理的政治方向,赋予行业协会商会正确的价值导向,引导行业协会商会依法合规参与治理。党建的治理支持机制和运行监督机制,可有效规避行业协会商会参与治理过程中的无序竞争乃至违规违法现象,提升行业协会商会的组织能力,最终提升行业协会商会参与国家治理现代化的能力。As an important part of promoting the modernization of national governance,trade associations and chambers of commerce must give full play to the remarkable superiority of the party’s centralized and unified leadership.The political leadership mechanism,the value guidance mechanism and resource incentive mechanism of the party construction are conducive to stimulating the endogenous power of trade associations and chambers of commerce to participate in governance,ensuring the political direction of the governance of trade associations and chambers of commerce,empowering trade associations and chambers of commerce with correct value orientation,and guiding trade associations and chambers of commerce to participate in governance in line with the law and compliance.Moreover,the governance support mechanism and operation supervision mechanism of the party construction are beneficial to effectively avoid disorderly competition and even violations of laws and regulations in the process of participating in the governance of trade associations and chambers of commerce,updating the organizational capabilities of trade associations and chambers of commerce,and ultimately enhancing the ability of trade associations and chambers of commerce to participate in the modernization of national governance.
