Provincial capital expansion refers to the increase of provincial capital population divided by provincial population or population of the largest non-provincial city, which is widespread and continuously strengthened in provinces of China.Based on the difference of administrative hierarchy between sub-provincial capitals and prefecture-level capitals,a regression model is constructed to identify the impact of administrative hierarchy on provincial capital expansion.Analysis based on provincial panel data from 2005 to 2020 shows that administrative hierarchy promotes provincial capital expansion.Compared with provinces owning a prefecture-level capital, population ratio of provincial capital to province and primacy of provincial capital in a province whose capital is the only sub-provincial city increase by 0.05 and 0.87 respectively, and in a province that owns both a sub-provincial provincial capital and an independent plan city 0.02 and 0.44 respectively.Employing the administrative hierarchy of non-provincial capital cities at the end of 1949 as an instrumental variable, estimation results support the causal relationship above.Further analysis shows that the advantage of public goods in provincial capitals is an important mechanism.
