摘　　要：目的借助上海市“智慧卫监”平台建设的契机,建立妇幼健康监管预警系统,并探索开展非接触式执法,创新卫生监督执法方式。方法以上海市妇幼健康服务机构为研究对象,利用文献法、头脑风暴法等方法梳理母婴保健专项技术的关键监管点,并在信息系统内构建风险模型及预警规则;对接上海市卫生综合应用平台、上海市健康信息网的信息数据,开展预警筛查、任务派发、处置反馈等工作,形成监管闭环。结果妇幼健康监管预警系统的非接触式执法模式,可有效发现并及时处置违法违规行为,杜绝医疗隐患。结论妇幼健康领域的非接触式执法模式应用,不仅丰富了卫生监督执法手段,也提升了监管效能,为新时期的医疗卫生监管提供参考。Objective With the creation of the"Smart Health Monitoring and Supervision"platform in Shanghai,a maternal and child health supervision and early warning system was established.Furthermore,novel approaches to health care management and law enforcement,such as the no-touch approach,have been adopted.Methods Using maternal and child health service providers in Shanghai as our research subject,we employed literature review and brainstorming methodologies to identify the essential focus areas of the special technologies for maternal and child health care.Subsequently,we created risk models and established early warning rules in the information system.Aligning with the information and data from the Shanghai Comprehensive Health Application Platform and the Shanghai Health Information Network,we conducted early warning screening,assigned relevant tasks,and provided disposal feedback to create a closed supervision loop.Results The no-touch law enforcement mode of maternal and child health care supervision and early warning system enabled the effcient detection and timely handling of violations,thus preventing and reducing medical errors.Conclusions The application of no-touch law enforcement mode in maternal and child health care enhances health supervision and law enforcement,improves the regulatory efficiency,and thus provides a reference for medical and health supervision in the new era.
