摘 要:[研究目的]生物恐怖主义对国家安全构成重大威胁。应对生物恐怖主义,情报是基础和先导。通过分析美国生物监测科技研发,探究其情报能力提升的关键,为我国提供借鉴。[研究方法]该文运用文本分析法和内容分析法,在探析生物恐怖威胁环境的基础上,分析美国生物监测科技研发的政策背景、研发逻辑和实践项目。[研究结论]历经多年发展,美国生物监测科技研发卓有成效。我国应当充分借鉴其经验,以提升监测预警能力为目标,以规范研发路径为指引,以核心科技研发为抓手,推动我国相关领域实现跨越式发展,为提升我国反恐情报能力,维护和塑造国家安全奠定基础。[Research purpose]Bioterrorism poses a major threat to national security.To deal with bioterrorism,intelligence is the foundation and forerunner.By analyzing the biosurveillance science and technology R&D in the U.S.,we explore the key to the improvement of its intelligence capabilities,and how it can provide reference for China.[Research method]The paper analyzes the bioterrorism environment,and uses textual and content analysis to systematically explain the policy background,R&D logic,and practical projects of science and technology R&D in the U.S.[Research conclusion]After years of development,the U.S.biosurveillance science and technology R&D has made significant progress.China should learn from its experience,aiming to improve monitoring and early warning capabilities,standardize R&D paths,and use core science and technology R&D to promote related fields'leapfrog development in China.This will lay the foundation for improving China's counterterrorism intelligence capabilities,maintaining and shaping national security.
