摘　　要：[研究目的]近年来,情报公开披露逐渐成为国际战略竞争的常态化手段。对国家公开披露情报的战略逻辑与实践进行考察,可以为理解情报在国际战略和国家安全中的作用提供新视角与新启发。[研究方法]该文结合国际关系中的强制外交理论和俄乌冲突期间美西方公开披露情报的实践对这一现象进行了考察,提炼了公开披露情报的定义、目标、逻辑与策略。[研究结论]研究表明,与外交孤立、经济制裁、信息舆论战等手段一样,公开披露情报也是国家采取的一种强制性外交工具,其目的是为了以较小的成本对目标国形成强大的政治、经济和外交压力,从而迫使目标国改变其行为。公开披露情报为新形势下的情报运用提供了新思路,也对情报理论研究和实务提出了新的要求。[Research purpose]In recent years,public disclosure of intelligence has gradually become a normalized option in international strategic competition.This paper analyzes the strategic logic and practice of public intelligence disclosure in order to provide a new perspective for understanding the role of intelligence in national security and international strategy.[Research method]We conclude the concept,objective,logic and strategies of public intelligence disclosure in the light of coercive diplomacy and the study of how United States and the West disclose intelligence during the Russia-Ukraine conflict.[Research conclusion]Research has shown that when used as a coercive tool,public intelligence disclosure can pose strong political,economic,and diplomatic pressure at a small cost,forcing the target country to change its behavior.Public intelligence disclosure provides insights for a novel use of intelligence,and puts forward new requirements for intelligence research and practice.
