摘 要:国际组织是国际公共政策辩论和决策的一个重要平台。一方面,国际组织内的政策辩论和政策知识生产离不开科学基础;另一方面,不同行为体之间的政治博弈会影响科学的角色扮演。因此,不同国际组织就如何生产政策知识做出了不同的组织安排,在决策中如何使用生产出的政策知识也存在很大差异。使用类型学分析方法,基于成员国的视角,可把国际组织中科学与政策的互动分为四个类型,即供应、共同生产、操控、选择性引用/漠视/辩驳,并选取了三个政府间国际组织(ICES、IPBES、世界银行),具体考察了它们如何组织生产政策知识,这些知识如何被成员国使用,以对科学与跨国政策决策的复杂互动关系进行全景式观察。International organizations are important platforms for international public policy debates and decision-making.On the one hand,the policy debates and policy knowledge in international organizations need scientific base;on the other hand,the political game between different actors will affect the role playing of science.Therefore,different international organizations have different organizational arrangements on how to produce scientific policy knowledge,and how to use the produced policy knowledge in their decision-making is also very different.Using the typological analysis,based on the perspective of member countries,the science-policy interface in international organizations can be divided into four types,namely,supply type,co-production type,manipulation type,selective quotation/indifference/refutation type,and three intergovernmental international organizations(the ICES,the IPBES,and the World Bank)are selected to specifically examine how they organize the production of policy knowledge and how these knowledge is used by their member countries,in order to make a panoramic observation of the complex interaction between science and transnational policy decision-making.
