摘　　要：世界进入数字时代,新一轮科技革命突飞猛进,各行各业按下数字化转型“快进键”。海关作为国家的进出关境监督管理机关,面对复杂多变的国际形势,维护国门安全的任务愈加艰巨。如何紧跟数字化转型浪潮,通过“数据+科技”赋能海关风险管理,有效提升防控能力,御敌于国门之外,助力智慧海关建设,亟需破题。本文在对国内外数字化转型理论到实践的研究基础上,从海关风险管理数字化转型的现实要求和面临的问题角度,提出海关风险管理数字化转型总体构想、总体框架和关键业务场景。As the world has entered the digital age,a new round of technological revolution is ad⁃vancing by leaps and bounds,and all walks of life are undergoing rapid digital transformationAs a border regulatory agency,the customs has an increasingly arduous task of maintaining national security in the face of the complex and ever⁃changing international situationThere is an urgent need to solve the problem of how to keep up with the wave of digital transformation,empower customs risk management through“data+technology”,effectively improve prevention and control capabilities,fend off enemies beyond⁃borders,and assist the construction of smart customsBased on the research on the theory and practice of digital transformation at home and abroad,this paper proposes the overall concept,overall framework and key business scenes of the digital transformation of customs risk management from the perspective of the practical requirements and problems faced by the digital transformation of customs risk management.
