摘  要:伴随着新冠疫情爆发与结束,我国文旅产业经历了高速增长、断崖式下跌、缓慢复苏的剧烈震荡,但也迎来新的转折点与发展机遇。以公共危机后文旅产业复苏为研究背景,研究文旅消费券对刺激消费和企业纾困的作用机制,回顾其发放历程及特征,发现其具有显著乘数效应、缓解消费降级、拉动实际消费三种效果,但在发放过程中也存在公平性缺失、规范性政策不统一、抢消机制有漏洞等问题。提出丰富市场相关主体、完善相关制度细则、健全全流程监管机制等建议。With the outbreak and eventual containment of the COVID-19 pandemic,China’s cultural and tourism industry has experienced rapid growth,a sharp decline,and a slow recovery,marking a period of intense turbulence.However,it has also presented new turning points and opportunities for development.Explore the role of tourism consumption vouchers in stimulating consumer spending and providing relief for struggling businesses in the post-crisis recovery of the cultural and tourism industry.It examines the distribution process and characteristics of these vouchers and identifies three significant effects:a pronounced multiplier effect,alleviating consumer downgrade behavior,and driving actual consumption.Nevertheless,the distribution process has also revealed issues of fairness,inconsistency in regulatory policies,and vulnerabilities in the distribution mechanism.Conclude with recommendations to diversify market participants,improve regulatory frameworks,and establish comprehensive monitoring mechanisms throughout the entire process.
