产学研协同创新协同度评价——基于中国实际数据

摘　　要：科学评价区域产学研协同创新系统的协同度具有重要的理论意义和实践意义。本文基于耦合协调(同)度模型,构建了一个新的区域产学研协同创新系统的协同度评价模型,并应用该模型和1998-2018年有关统计数据,对中国29个省份的产学研协同创新系统的协同度进行了定量评价、横向比较和具体分析。研究结果表明:(1)构建的区域产学研协同创新系统协同度评价体系(其由基于耦合协同度模型的区域产学研协同创新系统协同度评价模型及相应的指标体系和权重确定方法构成)优于前人的同类评价体系;(2)区域产学研协同创新系统的协同度与其三个子系统的协同度(有序度)正相关,且与交互子系统有序度的正相关关系尤为明显;(3)根据协同度水平,可以将区域产学研协同创新系统划分为五种类型,这五种区域产学研协同创新系统的特性明显不同。Scientifically evaluating the synergy degree of regional industry-university-research collaborative innovation system(IURCIS)is of great theoretical and practical significance.This paper constructs a new synergy degree evaluation model of IURCIS,and applies the model and relevant statistical data from 1998 to 2018 to quantitatively evaluate,horizontally compare and specifically analyze the synergy degree of IURCIS of 29 provinces or municipalities in China.The results show that:(1)the synergy degree evaluation system of IURCIS constructed in this paper is superior to the similar evaluation system of predecessors,which is composed of the synergy degree evaluation model of IURCIS based on the coupling collaborative model,the corresponding index system and weight determination method;(2)the synergy degree of the IURCIS is positively correlated with the order degree of the three subsystems,and the positive correlation with the order degree of the interactive subsystem is particularly obvious;(3)according to the degree of collaboration,regional IURCIS can be divided into five types,and the characteristics of these five types of IURCIS are obviously different.
