新亚欧大陆桥经济走廊园区合作发展的方向与路径

摘　　要：新亚欧大陆桥经济走廊园区合作对于加快要素跨省区流动、缩小我国东中西部地区发展差距、落实“一带一路”倡议具有重要现实意义。当前,新亚欧大陆桥经济走廊少量园区在政务服务、制度创新溢出、贸易物流等领域达成合作共识,园区合作的内容及深度均有待进一步拓展。未来,新亚欧大陆桥经济走廊园区应将科技创新、产业发展、贸易物流、对外开放、机制创新等领域作为跨地合作的主要方向,持续提升区域一体化发展进程。为了保障园区合作的落地,需要从更高层面强化制度性顶层设计,完善技术、人才、资金等要素流动保障机制,创新园区合作方式,营造有助于生产要素自由流动的市场环境,提高交通、外贸通道以及数字基础设施畅通水平。The park cooperation of the New Eurasian Continental Bridge Economic Corridor is of great practical significance for accelerating the flow of development factors across provinces and regions,narrowing the development gap between the eastern,central and western regions of China,and implementing Chinas the“Belt and Road”initiative.Currently,a small number of parks in the New Eurasian Continental Bridge Economic Corridor had reached cooperation consensus in areas such as government services,institutional innovation spillovers and trade logistics.The content and depth of park cooperation need to be further expanded.In the future,the New Eurasian Continental Bridge Economic Corridor Park should focus on areas such as technological innovation,industrial development,trade logistics,opening-up and mechanism innovation as the main directions for cross regional cooperation.In order to ensure the implementation of park cooperation,it is necessary to construct five practical paths,including strengthening institutional top-level design at a higher level,improving the guarantee mechanism for the flow of factors such as technology,talent,and capital,innovating park cooperation methods,creating a market environment conducive to the smooth flow of production factors,and improving the connectivity level of transportation,foreign trade channels,and digital infrastructure.
