摘　　要：创新型城市在促进区域经济发展和转型过程中发挥着重要作用,也是建设创新型国家的出发点和基础。文章梳理了创新型城市的内涵和基本特征,结合淮安市创建国家创新型城市建设的背景,分析目前淮安建设创新型城市的现状,寻求加快推进淮安创新型城市建设的战略路径,具有十分重要的战略意义。Innovative cities play an important role in promoting regional economic development and transformation,and are also the starting point and foundation for building an innovative country.The article summarizes the connotation and basic characteristics of innovative cities,analyzes the current situation of Huaian’s construction of innovative cities based on the background of Huaian’s creation of a national innovative city,and seeks a strategic path to accelerate the construction of Huaian’s innovative cities,which is of great strategic significance.
