摘 要:我国的公路交通网从改革开放初期到现在得到了快速发展,1984年收费公路政策的实施推动了我国公路交通网络的建设。在改革实践的过程中,收费公路管理体制和模式在不断地改进和优化,促进了我国公路交通网健康、可持续发展,在一定程度上满足了社会民众日常出行需求。本文梳理了国内外收费公路模式和收费政策发展的主要观点和国外收费公路发展和管理的主要做法,重点研究我国收费公路建设发展和管理模式的现状,分析在收费公路管理实践中存在的问题以及成因。以期能够为我国收费公路政策优化调整以及所涉及的收费模式和机制改革提供借鉴和参考。China's highway traffic network has developed rapidly from the reform and opening up in the initial stage,the implementation of toll road policy in 1984 promoted the construction of the highway traffic network.In the process of reform and practice,the toll kilometre management systemand mode are constantly improving and optimizing,which promotes thehealthy and sustainable development of the highway transportationnetwork,and satisfies the daily travel demand of the society to a certainextent.This paper combs the main viewpoints of the development of tollroad mode and toll policy at home and abroad,analyzes the main practicesof toll road development and management abroad,focuses on the study ofthe status of China's toll road construction and development andmanagement mode,analyzes the problems existing in the practice of tollroad management and causes.This paper can provide useful reference forthe optimization and adjustment of China's toll road policy as well as the tollmode and mechanism reform involved.
