空地联合扑救山区森林火灾——以沂源县“4.6”森林火灾为例

摘　　要：森林火灾是一种受自然和人为双重因素影响的特殊自然灾害,具有蔓延速度快、控制难度大、破坏力强等特点,不仅对森林资源造成严重破坏,而且严重影响人民生命财产安全和社会稳定。在2018年4月山东省沂源县发生“4.6”森林火灾扑救中,投入2架M-8直升机和M-26直升机,成功开展了森林消防机群作业,在山区森林火灾扑救中发挥了极其重要的作用,创造了在极端天气条件下直升机起飞和灭火的经典战例。从县级森林防火队伍和山东航空护林站扑救沂源县“4.6”森林火灾案例出发,对山区火灾的地理环境、火情特点、空地配合进行分析,在战术上采取“打、烧、隔、围、堵”等手段进行,多点突破,分段扑救。在战法上采取“地空配合、立体作战、军民协同”的作战方式,明确突破火线位置、兵力配置、任务区分、战术运用、协同动作。Forest fire is a special natural disaster affected by both natural and human factors.It can spread rapidly,is difficult to control and has strong destructive power.It not only causes serious damage to forest resources,but also seriously affects the safety of people's lives and property and social stability.During the April 6th forest fire in Yiyuan County,Shandong Province in April 2018,two M-8 helicopters and an M-26 helicopter were used to successfully extinguish the fire,playing an important role in putting out the fire and setting an example of using helicopters to put out forest fire under extreme weather conditions.In this paper,the geographical environment,fire characteristics and air-ground coordination of mountainous fire based on the county-level forest fire prevention team and the Shandong Aviation Forest Protection Station’s fighting of the April 6th forest fire were analyzed.Tactically,measures of"beating,burning,isolating,enclosing and blocking"to carry out multi-point breakthrough and firefighting in steps were adopted.The combat mode of"ground-air cooperation,three-dimensional operation,and civil-military cooperation"was adopted to identify the location of the fire,properly allocate the firefighting personnel,divide the tasks,apply the tactics and coordinate actions.
