社会资本参与乡村建设相关主体利益博弈及对策探析

摘　　要：以政府、社会资本与村民为主体构建三方博弈模型,研究社会资本参与乡村建设过程中与主体间利益的协调,分析三方博弈的策略均衡。结果显示:在社会资本参与乡村建设过程中,政府应采取激励措施来激发社会资本积极投资;社会资本重视农户利益诉求,能提升其长期收益,增强村民对其认同感,从而提升村民参与的积极性,促进社会资本和村民之间要素的合理流动;各利益主体间应相互支持信任,最终实现三方博弈策略选择的最优状态。在推动社会资本参与乡村建设的具体对策上,政府、社会资本和村民三者之间应协同发力,首先是政府要发挥引领和激励作用,其次是在社会资本与村民之间建立合理的利益联结机制,最后是要激发村民主动参与的内生动力。The paper takes the government,social capital and villagers as the main body,studies the interest coordination between social capital in the process of participating in rural construction,and analyzes the strategic balance of the tripartite game.The results show that:in the process of social capital participation in rural construction,the government should take incentive measures to stimulate the social capital investment;social capital pays attention to the interests of farmers,can enhance the long-term benefits,enhance villagers'identity,thus enhance the villagers'enthusiasm,promote the reasonable flow of elements between social capital and villagers;the stakeholders should support mutual trust and realize the optimal state of tripartite game strategy selection.In terms of the specific countermeasures to promote the participation of social capital in rural construction,the government,social capital and villagers should make concerted efforts.First,the government should play a leading and encouraging role,second,it should establish a reasonable interest connection mechanism between social capital and villagers,and finally,it should stimulate the endogenous motivation of villagers'active participation.
