摘　　要：本文提出健康公益的概念,探索其在中国医疗体制改革进程中的形成、发展以及特征,最后对其未来发展的体制支持进行探讨。本文的观点是:在我国经济社会发展、改革开放深化和社会转型的背景下,健康公益在旧医改时期形成了以各类社会组织为主体、以动员社会资源为主流、以扶助弱势群体为主要使命的公益型健康公益形态;在新医改进程中,健康公益发展成为以非营利的医疗机构及城乡社区为主要载体、以多元主体共建共治共享为主要特征、以推进大健康为主要使命的健康型健康公益,进入健康中国战略时期,新技术的发展应用使得健康与公益呈现出不断融合的态势,以健康公益为主要使命的融合型健康公益已经初现端倪。这三种健康公益的形态在不同时期为应对不同的健康问题发挥了重要作用。This paper puts forward the concept of health philanthropy,explores its formation,development and characteristics in the process of China’s medical system reform,and finally discusses the institutional support for its future development.The viewpoints of this paper are:in the context of China’s economic and social development,deepening of reform and opening up,and social transformation,health philanthropy in the old health care reform period has formed a form of public welfare health philanthropy with all kinds of social organizations as the main body,mobilizing social resources as the mainstream,and helping the disadvantaged groups as the main mission;in the process of the new health care reform,health public welfare has become a nonprofit health care institutions and urban and rural communities as the main carrier,and the main characteristics of the multi-disciplinary construction and shared governance as the main feature,and the promotion of great health as the main goal.In the period of Healthy China Strategy,the development and application of new technologies have made the integration of health and public welfare present a trend of constant fusion,and the integration of health public welfare with health public welfare as the main mission has begun to show its appearance.These three forms of health public welfare have played an important role in addressing different health issues at different times.
