摘 要:长期以来,农业用水监测计量工作是取用水管理的薄弱环节,从全国范围来看,农业用水取水口数量和水量占比均为最高,同时绝大多数是农业灌溉机井。因此,积极探索利用信息系统建设方式加强农业用水监管,研究农业灌溉机井监测计量能力提升技术具有较高的必要性和迫切性。本文在调查研究2021年收集的全国550多万个取水口数据的基础上,针对需要重点提升的农业灌溉机井监测计量工作,对比不同监测计量方式优缺点,研究“以电折水”信息化台账建立和管理系统框架设计等关键技术环节,提出科学提升农业用水监测计量能力的方法。研究表明:农业灌溉机井“以电折水”是目前提升农业用水监测计量能力的有效方式,建议依托水利部政务服务平台,开发农业灌溉机井“以电折水”管理系统,该系统架构应包含终端系统、小程序系统、SaaS系统和对接系统四部分,实现对农业灌溉机井基本信息的管理、查询以及用水量统计分析等功能。研究成果为建立农业灌溉机井信息化台账和开发管理系统等工作提供技术指导,为加强农业用水监管工作提供技术参考,为全面提升我国水资源管理能力和构建智慧水利工作提供技术支撑。For a long time,monitoring and metering of agricultural water consumption has been a weak link in water consumption management.From the perspective of the whole country,the number and proportion of agricultural water intake are the highest,and most of them are agricultural irrigation machine wells.Therefore,it is highly necessary and urgent to actively explore the use of information system construction to strengthen agricultural water supervision,and to study the technology of improving the monitoring and metering capacity of agricultural irrigation machine wells.On the basis of investigating and studying the data of more than 5.5 million water intakes collected in 2021 across the country,this paper compares the advantages and disadvantages of different monitoring and measurement methods for agricultural irrigation machine wells,and studies the key technical links such as the establishment of the information ledger of"water by electricity"and the design of the management system framework.Put forward scientific methods to improve agricultural water monitoring and metering capacity.The study says:"Electricity discounting water"is an efective way to improve the monitoring and metering capacity of agricultural water use.It is suggested to develop a"electricity discounting water"management system for agricultural irrigation machine wells based on the government service platform of the ministry of water resources.The system architecture should include terminal system,small program system,SaaSsystem and docking system.To realize the basic information of agricultural irrigation machine well management,inquiry and statistical analysis of water consumption and other functions.The study results provided technical guidance for establishing information ledger and development management system of agricultural irrigation machine wells,provided technical reference for strengthening agricultural water use supervision,and provided technical support for comprehensively improving our country's water resources management ability and
