阳光警务语境下“三级约访”机制的完善——基于湖南永州的成功范例

摘　　要：永州“阳光警务,三级约访”机制是市域治理现代化背景下信访机制的创新。该机制依托已建成的视频指挥系统,通过视频约访,购置法律服务,邀请律师等社会力量对一些疑难信访问题出谋划策等方式来合理解决人民群众的诉求,完善了基层社会治理体系,推进了市域治理能力现代化,对建立和谐社会起到了重要作用。但该机制在运行中仍然存在信访工作人员能力亟待加强、群众信访意识存在误区等问题,应当进一步强化信访队伍与平台建设、发挥第三方力量作用、加强宣传教育,以此引导群众真正走出信访误区。The mechanism of"sunshine policing and three-level appointment"in Yongzhou is an innovation of the petition mechanism under the background of the modernization of urban governance.This mechanismisbased on the built video command systemto reasonably satisfy the requirements for people by means ofvideo appointment,purchasing legal services,inviting lawyers and other social forces.Using this mechanism,the grassroots social governance systemcan be improved,the modernization of regional management abilitycan be promoted,which is conducive to the development ofharmonious society.However,there are still some problems in the operation of this mechanism,such as the insufficient abilities of petitioners,themisconceptions in the public’s awareness of petitions,and etc.It is proposed toacceleratethe petition team and platformconstruction,give full play to the role of the third party,and enhance publicity and education,therebyguiding the masses out of the misunderstanding of letters and visits.
