“伙伴”而非“伙计”:社区基金会与基层政府关系考量及功能发挥

摘　　要：“伙伴”而非“伙计”关系,是社区基金会与基层政府之间建立起的一种稳定合作关系。社区基金会作为一种兼具社区性、公益性和金融性的新型枢纽型社会组织,是新时代新征程中我国基层政府可信任的合作伙伴,并在基层社会治理新格局中日渐发挥着构建政社企伙伴关系、为创新社区治理机制探寻新径、促进政府职能转变与创新职能转移承接机制、缓解基层社会矛盾和维护稳定、优化第三次社会分配和助力共同富裕社会建设等方面的作用功能。The“partner”rather than“buddy”relationship is an ideal relationship that should be established between community foundations and grassroots governments.As the trusted partner of the grassroots government,community foundations play the role in promoting the transformation of government functions and innovating the transfer and undertaking mechanism of government functions,building a new type of government-community relationship and exploring new ways for innovating community governance mechanisms in the new pattern of grassroots social governance.Community foundations play an irreplaceable role for the government in resolving social conflicts at the grassroots level,maintaining stability,optimizing the third social distribution,and assisting in the construction of a common prosperity society.
