社会矛盾化解中的政社“复合性关系”及其治理效能

摘　　要：专业性社会组织参与社会矛盾化解,从根本上突破了党政系统独揽信访工作的传统框架,真正将政府与社会组织融汇于蕴含中国式现代化科学内涵的“治理场域”之中。研究发现,在社会矛盾化解这个“限制介入型”治理领域,政府与社会组织的互动关系非单一理论范式所能描摹。为凸显社会组织中立优势的策略性身份脱耦、肩负合法性赋权与行政调控功能的体制吸纳、渗透于治理行动中的政社协同互构,共同构成政社复合性关系的连续统及完整表达,如何进一步将政社间的“复合性关系”转换为社会矛盾治理的结构性优势,并充分释放其治理效能值得深入研讨。The participation of professional social organizations in resolving social conflicts fundamentally breaks through the traditional framework of the party and government system monopolizing the work of letters and visits,and truly integrates the government and social organizations into the“governance field”containing the connotation of Chinese modern science.It is found that the interaction between government and social organizations in the field of social conflict resolution,which is a“restricted intervention”governance,cannot be described by a single theoretical paradigm.In order to highlight the neutral advantages of social organizations,the strategic identity decoupling,the institutional absorption that shoulders the function of legitimacy empowerment and administrative regulation,and the coordination and mutual construction of the government and the community permeated in the governance actions together constitute the continuum and complete expression of the complex relationship between the government and the community.How to further transform the“complex relationship”between the government and the community into a structural advantage in the governance of social contradictions and fully release its governance effectiveness is worthy of further study.
