医务社会工作在医疗服务体系中的角色、困境与破解路径——北京C基金会的案例研究

摘　　要：在传统生物医学模式向现代生物心理社会医学模式的范式转移过程中,医务社会工作发挥着重要作用。基于北京C基金会的案例研究,发现医务社工在医疗服务体系中承担了病患支持者、医护合作者、医学人文倡导者三重角色,能够实现经济效益与社会效益双重价值。在实践中,医务社工面临三重困境制约其价值实现:一是医务社工政策缺位,二是医务社工服务系统化、专业化和规范化不足,三是医务社工专业人才供需失衡。结合我国国情提出破解医务社工发展困境的三条路径:一是在健康中国战略层面上重视医务社会工作发展,二是从医学人文视角平衡医务社工的工具性与价值性,三是以“产教融合”和“学研互促”机制协同推进医务社会工作专业人才高质量发展。Medical social work plays an important role in the paradigm transfer from the traditional biomedical model to the modern biopsychosocial medical model.Based on the case study of Beijing C Foundation,it is found that medical social workers assume the triple role of patient supporter,medical partner and medical humanities advocate in modern medical services,which can realize the double value of economic and social benefits.In practice,medical social workers are faced with three difficulties restricting the realization of their value:one is the absence of medical social work policies,the second is the lack of systematization,specialization and standardization of medical social work services,and the third is the imbalance between the supply and demand of medical social work professionals.Based on China’s national conditions,three approaches are proposed to solve the development dilemma of medical social work:one is to attach importance to the development of medical social work from the strategic level of healthy China;the other is to balance the instrumentality and value of medical social work from the perspective of medical humanism;the third is to promote the high-quality development of medical social work professionals through the mechanism of“integration of production and education”and“mutual promotion of learning and research”.
