摘 要:以强调全灾种防控和多部门协同的城市综合防灾为视角,针对灾害防控空间缺乏统筹、防灾部门传导路径不明的困境,围绕国土空间规划的灾种协调和传导机制展开探讨。以风险区划和指标评价相结合的方式优化多灾种风险评估,在多灾害风险叠加视角下对应急空间进行差异化配置;构建横向“多主体、多规划”、纵向“多层级、网格化”双向引擎的传导体系,以解决城市综合防灾与国土空间规划拟合错位的问题。Treating the multi-hazard risk prevention and multi-department collaboration of urban comprehensive disaster prevention as the breakthrough point,to solve the problems of land use safety evaluation covering potential risk sources,low utilization efficiency of emergency space,and unclear transmission path of disaster prevention departments,the disaster coordination and transmission mechanism of territorial spatial planning were discussed.Optimize multi-hazard risk assessment by means of a two-way engine of risk zoning and index evaluation,and perform differentiated configuration of emergency space from the perspective of multi-hazard risk overlay.In order to solve the problem of mismatch between urban comprehensive disaster prevention and territorial spatial planning,a horizontal"multi-subject,multi-planning"and vertical"multilevel,grid"planning transmission system should be constructed.
