摘　　要：中老铁路是高质量共建“一带一路”的重要标志性工程,在贯通国内国际双循环、推动中老经贸走廊建设中发挥了重要的作用。研究优化中老铁路货运保险,对于保障中老铁路运输安全、降低客户风险具有重要意义。在分析中老铁路货运风险及保险经营现状的基础上,针对中老铁路货运保险运营初期面临的分段投保及重复投保、保险服务体系不够健全、数据传输通道尚未完全打通、铁路物流金融相关保险及跨境电商保险服务尚未开展等问题,提出发展及优化中老铁路货运保险的对策,即开展全程保险业务模式,丰富保险产品体系,完善综合服务体系,实现数据互联互通,拓展保险金融业务,探索跨境电商保险业务,研究为推动中老铁路货运保险高质量发展提供借鉴。The China-Laos Railway is an important landmark project of high-quality joint construction of the“the Belt and Road”,which plays a strategic role in connecting domestic and international double circulation and promoting the construction of the China and Laos economic corridor.Studying and optimizing freight insurance for the China-Laos railway are of great significance for ensuring the transportation safety and reducing customer risks.Based on the analysis of the risks associated with China-Laos Railway freight and the current state of insurance operation,this paper proposed strategies against various practical problems,such as segmented insurance and repeated insurance,incomplete insurance service system,incomplete data transmission channel,and undeveloped railway logistics finance related insurance and cross-border e-commerce insurance services.The strategies are to develop the whole process insurance business model,enrich the product system,improve the service system,realize data interconnection,expand insurance and financial business,explore cross-border e-commerce insurance business.There strategies will provide insights for the high-quality development of China and Laos railway freight insurance.
