摘　　要：粤港澳大湾区建设是“一国两制”理论的新实践,也是国家发展战略的重要组成部分。新发展阶段,粤港澳大湾区已成为贯彻新发展理念、构建新发展格局的引领地。与此同时,由于粤港澳大湾区生产要素自由流动障碍难消除、城市之间行政壁垒难打破、社会内部软硬件结构性矛盾难调和等原因,大湾区建设过程中也面临着港澳政策地位虚化、各参与主体重视跨境整合而忽视城市整合,以及地方政府之间、官方与民间的连接中断或卡壳等问题。鉴于此,要推进粤港澳大湾区高质量发展,一是要理顺大湾区发展目标及政策思路,以“湾区整体”思维谋划发展的同时,强调城市间错位发展的互补性、协同发展的互促性、开放发展的便捷性;二是促进大湾区城市深度合作和相关制度改革,拆除大湾区内部地方保护性行政壁垒,统一市场竞争规则和产品、行业标准,实现优势产业、创新企业的重新布局;三是构建央地制度化协商机制及官民常态化沟通平台,从顶层设计层面优化管理组织与沟通机制,并充分发挥民间组织服务社区居民的功能,以及支持半官方及民间大湾区交流机构、组织、平台搭建,使之成为政府与社会之间互动的桥梁。The construction of the Guangdong Hong Kong Macao Greater Bay Area(Greater Bay Area)is a new practice of the"one country,two systems"theory and an important component of the national development strategy.In the new stage of development,the Greater Bay Area has become a leading region in implementing the New Concept for Development and constructing a new pattern for development.At the same time,due to the difficulties in eliminating obstacles in the free flow of production factors,breaking administrative barriers between cities,and reconciling structural conflicts within society in the Greater Bay Area,the construction of the area is faced with issues such as the weakening of policies relating to Hong Kong and Macao,an emphasis on cross-border integration at the expense of urban integration,,and the interruption or blockage of connections between local governments,and between official and non-offical entities.In view of this,to promote the high-quality development of the Greater Bay Area,firstly,it is necessary to clarify the development goals and policy thinking of the Greater Bay Area,and plan development with an“overall Greater Bay Area”vision,while emphasizing the complementarity of staggered development between cities,their mutual promotion of coordinated development,and the convenience of open development;secondly,it is essential to promote deep cooperation and related institutional reforms among cities in the Greater Bay Area,dismantle protective administrative barriers within the Greater Bay Area,and establish unified market competition rules and unified product and industry standards so as to achieve a new layout for industries with unique advantages and innovative enterprises;thirdly,it is suggested to build an institutionalized consultation mechanism between the central and local governments and a normalized communication platform between officials and the public,optimize the management organizations and communication mechanism at the level of top-level design,and fully leverage the function of non-
