比较视域下城市夜间经济发展的现状、问题与对策——以湖北武汉为例

摘　　要：夜间经济的发展对于促进消费、推动经济高质量发展具有乘数效应。城市夜间经济空间的营造,从物质上要依托于城市夜间景观,从精神上要融合城市文化符号和生活场景。从现有夜经济标杆城市发展现状来看,已有出台多重政策和措施助力、依托夜间IP、打造现象级“不夜城市”、打造商旅文体融合的新夜间经济模式、重视夜间经济里的“后浪力量”等可循经验。发展夜间经济,启动消费这块压舱石,是助推武汉经济高质量发展、进入国内标杆城市行列的应有之义。从武汉夜间市场发展的基础来看,良好的经济基础和消费繁荣度、厚重的文化和旅游资源、数量庞大的年轻人群体、巨大的城市活力和消费潜力,助推武汉夜间经济影响力不断提升。但与国内其他夜经济标杆城市相比,武汉仍面临夜间消费比重偏低、夜间业态不丰富、国家级夜间文旅消费集聚区数量偏少等问题。要进一步提振武汉夜经济,首先,要加强规划引导,提升和创新武汉夜间经济街区建设,打造一批夜间经济新的街区、地标和场景;其次,要以创意和科技为支撑,引领消费需求,创新夜间经济业态和产品,尤其是增加“后浪力量”满意的夜间产品;再次,提升现有存量的同时,着力打造更多新的国家级夜间文旅消费集聚区;最后,要不断创新,持续丰富和创新武汉夜游线路、夜游产品和业态。The development of the nighttime economy has a multiplier effect on promoting consumption and driving high-quality economic development.The creation of urban nighttime economic space relies materially on the nighttime urban landscape,and spiritually the integration of urban cultural symbols and life scenes.Examining the current development of benchmark cities in nighttime economy,various policies and measures have been introduced,including further development based on established nighttime resources,tapping on"sleepless towns",building a new model of nighttime economy that integrates business,tourism,culture,and sports,and leveraging the role of young consumers in the night economy.Therefore,to promote the high-quality development of Wuhan's economy and make it among domestic benchmark cities,it is natural and imperative to developing the city’s nighttime economy and spur its consumption.In terms of the development of Wuhan's nighttime market,it has enjoyed increasing clout in nighttime economy thanks to its sound economic foundation,robust consumption,rich cultural and tourism resources,a large population of young people,impressive urban vitality and consumption potential.However,compared to other benchmark cities in China,Wuhan still faces challenges such as a relatively low proportion of nighttime consumption,limited diversity in nighttime business formats,and a shortage of statelevel clusters for nighttime cultural and tourism consumption.To further boost Wuhan's nighttime economy,firstly,it is necessary to strengthen planning guidance,improve and innovate the construction of Wuhan's nightime economic blocks,create a batch of new blocks,landmarks,and scenes for nighttime economy;secondly,it is essential to rely on creativity and technology to drive consumer demand,innovate nighttime economy formats and products,in particular increase the nighttime products that satisfy young consumers;thirdly,while improving the quality of the already existing products,efforts should be made to create more new state-level n
