党建嵌入社会组织参与社会治理的三重路径——基于武汉市W社会组织党建工作的案例分析

摘　　要：在国家治理和社会治理面临着新形势、新问题和新挑战的背景下,加强社会组织党建已成为新型政社关系的重要着力点。将党建嵌入社会组织参与社会治理,既是符合当前时代所需的现实诉求,也是社会治理的重大理论突破。长期以来,政治惯性与政治合力使得中国共产党和社会组织形成了“领导—被领导”的关系模式,促进了政党、政府和社会组织三者的良性互动,“党社关系”互动成为社会组织参与社会治理效能提升的重要方式。武汉市W社会组织创造性地将党建工作赋能社会组织治理,通过党组织实现组织、资源和制度的三维结构性嵌入,以构建主体意识、强化内在联系、塑造共同行动的三重路径提升助力社会组织参与社会治理效能,增强社会组织参与社会治理的生命力,增加社会组织参与社会治理的身份认同和集体意识。武汉市社会组织党建工作通过多示范、多区共振达到协同共建效应,丰富了社会治理的行动策略,使社会组织可以更灵活、高效地应对社会治理变化,为新时代社会组织党建工作提供了全新视角。Under the background of the new situation,new problems and new challenges faced by national governance and social governance,strengthening the party building of social organizations has become an important focus of the new relationship between government and society.Embedding party building into social organizations to participate in social governance is not only in line with the realistic demands of the current era,but also a major theoretical breakthrough in social governance.For a long time,political inertia and political synergy have made the Communist Party of China and social organizations form a"leadership-led"relationship model,which promotes the positive interaction among political parties,governments and social organizations.The interaction of"party-society relationship"has become an important way for social organizations to participate in the improvement of social governance efficiency.Wuhan W social organization creatively uses the party building work to empower the governance ability of social organizations,and realizes the three-dimensional structural embedding of organization,resources and system through the party organization,so as to build the triple path of subjective consciousness,strengthen internal relations and shape common actions.Improve the efficiency of social organizations participating in social governance,enhance the vitality of social organizations participating in social governance,and increase the identity and collective consciousness of social organizations participating in social governance.The party building work of social organizations in Wuhan has achieved a synergistic co-construction effect through multi-demonstration and multi-district resonance,enriched the action strategies of social governance,enabled social organizations to respond more flexibly and efficiently to changes in social governance,and provided a new perspective for the party building work of social organizations in the new era.
